Dark pool usage needs to end. Price discovery cannot happen in the darkness behind and away from eyes. Zero confidence can be had from retail when we are unable to see the inner workings of the supposed freest market in the world.
Best execution cannot happen when buys happen in dark pools, but sells occur on the lit markets. This is price suppression and only favours institutions.
PFOF, unlimited naked shorting, and FTD's also need to end for best execution to occur.
