I believe this rule should go ahead 100%. Retail investors deserve the best execution of bids and the rules to be fair. Currently 90% of trades are run off-exchange in dark pools there is no price discovery. FTDs are at the highest level on nearly all stocks, naked short selling is killing the stock market and companies by being targeted by short sellers. This broken system needs to be fixed immediately.
