I'm a thirty-something individual investor. I own long stock in several businesses. I don't have the education or reading efficiency to comb through thousands of pages of policy within the given time frame to comment.

I hope this comment is relevant, and if not, I apologize.

I don't believe it's ethical to sell something you don't own, and don't have permission to borrow. I believe that failing to deliver something you've accepted money for, and promised to deliver is stealing.

I believe that market makers should not be allowed to make promises they can't keep in the name of liquidity. If there's no liquidity, it's because people want what they've paid for.

I buy a house to live in, not because I want to have a highly liquid asset, but again to live in. It has intrinsic value to me. Similar can be said for the businesses I invest in. I don't want liquidity, I want my assets. The abusive naked short selling by market makers without locates, settled as FTD's is absolutely outright theft.

I do not want to sell ANY of the businesses I've paid to own part of. I am deeply offended at the audacity of these institutions to fraudulently print and sell fake shares that I have paid for and are rightfully mine.

Thank you for your consideration.
