I am writing in to say that I support this proposal and I believe that retail investors should have top priority in order executions as they make up a minority of trade volume and must compete with high speed algorithms and advanced computing anyway. For all the orders submitted within a small discrete time, like 1 second, all orders are first executed for retail, on the open market. OTC trading shouldn't even be allowed.There should only be 1 point of price discovery for everyone.
