I believe the entire stock market needs an overhaul in order to be a legitimate marketplace. The MORE regulated the markets and the MORE markets are made transparent to retail traders, the more convincing the argument will be that retail should even continue at all to participate.
Obviously I'm in favor of adding more Regulation and Transparency, and this is a start, but not a comprehensive solution to the cheating and circumventing of rules that has become commonplace on Wall St.
