Doing nothing to force real price discovery into the open public markets, and creating a broad illusion that actual price discovery is happening. What in this real explicitly states that the broker you are buying from isn't purchasing the share from a market maker that is pumping out IOU's intended to not only front run your order, but crash the price so you sell for a loss later? Shares of stocks are trading for millions in dark pools, while going for $18 on public exchanges, the SEC has known about this from long before these proposals were issued, and is gently side stepping making changes to the way things are, while pretending these rules will make \"big\" waves.
