 To Whom It May Concern,

As a retail investor concerned about the proper functioning of our markets, I am delighted to be able to review this proposal from the SEC and provide my comments on its implementation as proposed.

The quality of data on our market available to retail investors is typically low, fragmented, and pay-walled. As a retail investor, operating in our markets without fair and equitable access to the inner workings of the execution quality of my orders prevents me from making an informed decision about which broker deserves my orders.

I encourage the SEC to enact this proposal and I doubly encourage the SEC to quickly enact this proposal. There are no doubt industry incumbents who would like to delay the implementation of this proposal. I am strongly against both the delay and any reduction in scope of this proposal as it stands today. Retail investors deserve the same quality of information on their order execution that all other, or any other, market participants enjoy.
