To whom it may concern, I think the proposed changes are good and well thought out. Have you thought about lowering the $ threshold limit as well? This rule protects the lower income in some fashion but the unintended consequence means they have very little access to higher yielding / returning instruments and therefore encourages even more wealth inequality.
