These changes to the rule of the key section will effectively render any disclosure ineffective and enable unfettered corruption (no doubt the intent of those promulgating this change in regulation).
The attempt to slip this rule-gutting change right before the holidays and in the midst of Impeachment proceedings has not gone unnoticed by the press and the public (i.e.: https://newrepublic.com/article/156130/donald-trumps-quiet-christmas-gift-kleptocrats ).
As a citizen who believes in the rule of law and is against corrupt practices, this rule change must not be allowed to happen.
