Hello,
I just don't understand the basis of this proposed rule. As an individual investor, I rely on leveraged funds and inverse leveraged funds to reach my short-term and long-term financial investment goals. Furthermore, I'm already limited in so many ways and I face headwinds including but not limited to Roth annual contribution limits, heavy taxation on investment gains, and lack of tax credits that so many others enjoy at my expense. I really need these investment tools including leveraged funds and inverse leveraged funds. These are safe and easy to use, and are significantly less risky than other investment vehicles. I implore the SEC to NOT go through with the proposed change. I believe there are several other real and pressing matters to solve rather than this non-issue.

Thank you.
