I am an individual investor and I need access to both long and short ETFs to manage my portfolio. If I am denied these instruments that big institutions can get through with naked shorting and other strategies, I am at a disadvantage. I understand their benefits and counterparty risks.
SEC should not make it difficulty to access these ETFs, but make sure that firms that launch them are in good health.
