Folks,
While I support parts of the proposed Rule to improve the Safety of Leveraged and Inverse ETF's I do not support trying to decide if I am qualified to purchase them. No one should be investing in stocks or ETFs without proper skills but there are many things in like that are risky but do not need regulation. If I have acquired the assets to trade, I should have proven my ability to take inherent risk.

I use the Leveraged funds just like more sophisticated traders use options. I do no have options skills nor do I want to earn them, I use Leveraged ETFS just as some people use financial planners, I should not have to prove my ability to choose and ETF any more than I should prove my ability to select a Financial Planner. Propose regulations to protect me from unscrupulous practices, but not to protect me from myself.
Thanks, Craig kaiser
