I am a small investor who manages my own portfolio without using a broker or adviser. Inverse funds are very important to me because they allow me to hedge the long portion of my portfolio during turbulent times in the stock market. I don't use the extremely leveraged inverse funds (like the ones that move twice the indexes) but the non-leveraged ones that just track the indexes 1 to 1 in reverse are very useful.
I don't know if this proposal is just a way to keep people from betting against the market, but please don't make it difficult for small investors to be able to use these kinds of funds. Sometimes the market reaches extremely overvalued levels and instead of having to sell all long positions, investors can hedge a good portion of their portfolio.
