This is just another attempt to allow the big banks ans institutional investors to rig the system and guarantee profit at the expense of the small investor. These funds are an important tool in my portfolio and make up a significant portion. I have been self investing in them for years and I am fully capable of deciding when to use them without some agency deciding whether or not I have enough capital to choose to invest in them.
