I have been an investor since I was 14 and have continued to do so for my personal account for the last 56 years. The availability of leveraged and inverse funds have proven to be an important tool for the personal investor. It is not rocket science to learn how to use them correctly. In fact, I have used these instruments during the current severe market downturn to protect my investments as well as to make some short term profits. It is important to continue to make these instruments available to the private investor without government intervention or restriction. Do not implement this pending regulation.
