I appreciate the SEC role in the market. However, this new proposal is both confusing and over monitoring approach in my opinion. We all expect that investors will make learned investment decision, and in an efficient market, they should all have an equal opportunity to make such investments.
If the proposed rule is only to be imposed on a subset of financial instruments, it is discriminatory to a certain level.
I would request SEC to reconsider this proposal, or better explain how this helps all investors.
