Re:Release No. 34-87607, dated 25 Nov'19

I am strongly against your proposal to make investors "submit our resume" to see "if we qualify" to purchase leveraged and inverse Funds for the following reasons:

1)I am not sure what "issue" this proposed rule is addressing.

2)I would expect that vast majority of self-directed U.S. investors are highly aware of the risks associated with inverse and leveraged funds, beyond the risks associated with investing in general, and we value the freedom to make our own investment choices in order to enhance or protect our portfolios.

3)I would expect that vast majority of U.S. investors that MAY pose a legitimate concern for the SEC are 401k / 403b participants, and I've never seen such a plan offer inverse or leveraged funds, See (1).
