The proposed regulations represent yet another attempted governmental infringement on the rights of individual investors to manage their own funds as they believe appropriate and fitting. The proposal has, from an historical perspective, been completely outside the SEC's purview and mandate, which, as far as individual investors' activities are concerned, has been to insure that such investors are informed as to the parameters of risk of particular investments and to then stand aside from the investment decision-making process. Accordingly I strongly oppose the proposed regulations as unnecessary, potentially harmful to individual investors, and not authorized by the Commission's enabling legislation. Sincerely and with Best
