I'm surprised to hear about this proposal. I'm aware of no problem with people who buy these types of shares, that don't understand their nature. The ability of the shares to function the way they do (i.e., as an inverse investment) requires them to be freely traded like other securities.

Frankly, this seems to fly in the face of free-market systems which I consider to be the bedrock of our economy.

Please take no action on this. Leave these types of shares the way they are.
