I am a young investor in college and I believe this rule is a complete violation of my right to spend my money how I choose. I make my own money, I pay my taxes, and follow all the laws. I already cannot drink alcohol, smoke or gamble (I'm under 21) with the money I earn by working hard and now I cannot even invest a small portion of my portfolio in leveraged funds. I have thoroughly evaluated the risk of these funds and accept them as a young investor with a large time horizon. Investors (personal and professional) should have the ability to allocate risk and speculate on returns to meet their goals, and taking away this tool would partially cripple their ability to do so. Please do not enact this rule, it could seriously hurt the portfolio I have spent a long time building.
