I believe the SEC is overstepping in proposing #S7-24-15. All investors should have access to leveraged and inverse funds. Normal investors are completely capable of understanding these vehicles and the inherent risk and should not be precluded from purchasing these funds or even be required to submit financial information to be "approved" to buy such investments.
