First, I think leveraged inverse funds are an important investment option to enhance or hedge risk for the average individual investor. With Proshares and other ETF's that offer these funds, it gives the average individual investor access to leverage/inverse funds easily through ETF's.

Therefore, I do not think the SEC should be imposing new regulations for investors trying to buy these leverage/inverse funds. I feel investors are capable of understanding the benefits/consequences of investing in leveraged/inverse funds. I do not want a third party evaluating my capability to understand leverage/inverse funds and feel 100% capable of the evaluation myself.

Finally, I would like to preserve the free public market history of being able to buy public securities without any government restrictions. Let the investor invest in any public security they wish to without any government regulations
