I currently own shares of inverse funds and also often trade options on inverse funds. I understand them and how they work. I don't need a third party to evaluate my ability to understand investing in and trading inverse funds. I know that there are a lot of folks in the market who make bad decisions and make mistakes with their trading and investing. However, it is not the SECs job to ensure that these market participants have zero risk. It is up to the individual to do their due diligence in educating themselves to be able to successfully participate in the markets. There are enough "Warnings" that we read every day as investors and traders to inform us that investing and trading comes with risk, and that "past performance does not guarantee future success." Please reconsider putting yet another restriction on our American Freedoms. Thanks

Very Respectfully,

Kent Montgomery
