I am a small investor and have benefited greatly from access to inverse leveraged ETFs during the recent market crash. They provided an excellent way to hedge exposure to stocks and minimize losses. Your proposed new rule will without a doubt make access to these products more difficult if not impossible for people like me - my broker may well decide it is not worth the hassle to implement these complex new regulations and simply no longer permit access to these products.
What makes you even think that people trading these ETFs do not know what they are doing and need your "protection"? You should not interpose yourself between adults engaging in voluntary trades in the erroneous belief that you know better what is good for them. I urge you to cease and desist - there is no need to "fix" something that is not broken.
