Please do not limit investment in leveraged and inverse funds. These are some of the best performing investments over the last 10 years. The inverse funds also allow me to hedge my portfolio. I understand the risks, including them not tracking their underlying investments when volatility is high. But, I dont want big brother involved in my financial affairs including having third parties evaluate my assets. Ive signed waivers for option trading which can be far riskier than leveraged funds. If you really want to regulate these trading vehicles, I suggest you just require brokerages to require a leveraged and inverse etf fund. Waiver to be signed.

Dont become big brother interfering in things you shouldnt be interfering with Naive investors can be treated by not signing the waiver.
