This regulation will restrict these financial instruments to Investment Professionals. Individual investors will not have the option to utilize leveraged or inverse products. This is a disadvantage for the small investor. Without leveraged and inverse ETF's I cannot short stock or buy options inside a retirement account like the big institutions. In my opinion, disclosing the dangers of these products to the individual investor should be adequate.
