I strongly object to the proposed regulations.

I am a well-informed, highly-engaged retail investor who has always counted on the freedom to make my own choices without government intervention on what I can or cannot trade.

I use leveraged and inverse funds to seek enhanced returns and I am aware of the risks associated with them. I want the absolute freedom to continue making those choices for myself without undue burden to prove myself "worthy" of being able to buy and sell them.

I do not want a third-party evaluating neither my capability, nor my knowledge, nor my wherewithal to do that.

The free public markets REQUIRE that freedom in order to preserve their integrity. That is, if each person has to pass a means test much of that freedom will be lost.
