Your proposed regulation of inverse and leveraged etfs is not at all helpful to small investors such as myself. Access to these funds allows us to hedge risk simply and inexpensively rather than using more risky option and or futures investing.
For me, inverse and leveraged etfs help level the investment playing field and to potentially lose access to them is worrisome.
