I am a recently retired individual investor. I have used leveraged - and occasionally inverse - ETFs for years to increase returns and manage risk and volatility. I understand the risks involved - and the benefits to my portfolio, so wish to keep these valuable tools available.
Without knowing just what limitations and restrictions that are planned, I can't say for sure that these proposed rules will eliminate my access to these funds at my broker, but it would be very harmful to me if that occurs.
