To Whom It May Concern: I was surprised and disappointed to learn of the SEC plans to limit retail investor access to leveraged ETFs or ETNs. These leveraged instruments allow investors to take advantage of market opportunities, without using options, puts or calls, which many retail investors find too confusing or risky.
I think that these new rules are misguided, and hope that the SEC will reconsider these new regulations, which unfairly limit retail investor choice and opportunities.
