Please do not prohibit individuals from purchasing inverse ETF's or put special financial requirements to do so. Free markets work best and these instruments are not so highly leveraged that people will potentially lose all of their money as in purchasing options or futures contracts. It is reasonable to give people 1x, 2x, 3x market movement in the long and short direction just for profit flexibility and hedging. Where they would ultimately get in trouble would be over leveraging with margin from their broker, but that is a different problem with the broker and not generally the existence of long and short ETFs. Please leave these ETF's alone and look at the brokers if you want to control more dangerous situations for individual retail investors.
