I am strongly opposed to this proposed rule. I am an experienced investor. I understand the risks of investing in leveraged ETFs and believe it is wrong to introduce another layer of requirements. Anyone who invests in these ETFs sees the various descriptions of the risks in the materials provided by the ETF companies. Investors should not be penalized due to the irresponsible behavior of persons who do not take those documents and warnings seriously.
