I strongly disagree with your proposed rule #S7-24-15. I strongly believe and know from experience that leveraged funds give me solid investment returns and inverse funds can help hedge and protect my portfolio.
I believe I understand how leverage and inverse funds work and I don't want a 3rd party evaluating my qualifications to use them.
Do not implement this rule.
