Dear Sirs/Madams,
Thank you for trying to keep the best interest of the investing public.
However, the retail investor does not have all the tools at their disposal that the large firms have. These firms require substantial assets before accepting clients. Inverse leveraged ETFs are some of the only tools beyond individual complex options that allow a small retail investor the opportunity to grow assets and compete with the sophisticated firms at a much lower cost.

I do NOT support the restriction of limiting leveraged inverse ETFs to the retail investors.
