I am a small investor - not a Qualified investor - who uses leveraged ETFs to hedge common stock and ETF investments. Any regulation that limits access to leveraged ETFs would significantly impact and limit my investment options, with negative results for my portfolio as a whole. Please do not adopt such changes.
