I would like to voice my strong opposition to the proposed changes contemplated by rule #S7-24-15. If passed this rule would adversely affect my ability to properly manage my portfolio risk. Without the ability to manage downside risks through levered inverse funds I would be forced to sell equities exacerbating an already illiquid situation. Don't be foolish. Abandon rule #S7-24-15.
