Leveraged ETFs provide one of the most capital-efficient and tax-efficient ways for knowledgeable nonaccredited and accredited individual investors to gain the desired level of exposure to the desired vehicle, such as the SP 500. Making the process more burdensome serves very little purpose as there are more dangerous speculative instruments people will use anyway. I use these ETFs routinely not for speculation and would be very disappointed in our government's regulatory body if they unnecessarily hinder my ability to plan my future investments.
