The proposal appears to be an attempt of a government entity, the SEC, to create and enforce rules with the intention of keeping people from making bad decisions. That is not their job Liberty allows people to make decisions in an attempt to better themselves knowing that there is potential downside. In trying to protect people from making poor decisions, it may remove the ability for other people to make good decisions. This proposal should be declined.
