I'd like to submit comments related to the proposed regulation on leveraged and inverse etfs in particular. From my standpoint, leveraged etfs allow me to increase the risk I am willing to take while keeping a larger portion of my account in non-risky asset classes. With this particular strategy, I can invest a certain percentage in a 3x leveraged fund and still keep the remaining percentage in a low risk fund, but still reap the benefits of the high risk without putting too much capital at risk.

I do not want a third party evaluating my capability to do so. The 3x leveraged funds are pitched as a day traders vehicle and I understand the risk associated and am willing to be fully responsible for those risks.

Lastly, please keep the long-standing free markets as is where investors and their advisors have the freedom to buy public securities without additional government imposed limitations on investor choice.
