While I do not disagree with verifying the investors and their understanding of a leveraged EFT, I strongly disagree with limiting the leverage or putting any restrictions on buying such EFTs.
A leveraged result can be achieved with borrowing (or loaning) from a brokage account, which only takes the money (in the form of high-interest rates) from small investors and consumers into large banks that loan the money.
