Dear SEC,
I have traded the 3x leveraged Proshares since the dot-com crash where everyone lost a lot of money very quickly. I have used them as protection against this in my portfolio for many years. It is a much easier way for the individual investor to protect against huge swings in the market instead of relying on futures and option without the cost.
Please dont remove this ability for the individual investor. I feel it provides a better liquidity for the small investor.
