Removing an investors' ability to trade leveraged and inverse funds removes a valuable tool in an active trader's toolkit to try and maximize returns. Making this burdensome would also not be a welcome change. It would be better to give investors a plain-language guide on the risks and rewards of these types of investments. We do not make it difficult for a person to enter a casino and lose their life savings...because they understand how the game is played and the risks are easy to weigh. Do the same for these types of investments - plain language risk guide that all must read and agree to before investing in them.
