I strongly OPPOSE this rule. It should be the investors freedom to choose what they want to invest in. Trading is a risk no matter what security you invest in. There is NO logic in saying that some securities or funds are more risky to invest in than others. It's how you manage your trade that determines the risk. STOP this rule right now
