Investors who trade leveraged and inverse funds are expected to understand the risks involved. Preventing leveraged and inverse funds from being offered sets a dangerous precedent (every tradeable security inherently has risks, why not ban them all?) and is simply unfair for those who fully understand them and want to trade them for potential enhanced returns.
