This proposal would greatly reduce the opportunity to, not only professional but individual investors, invest into major indices at a more cost effective rate with substantial upside. The average investor is well informed about the risk which comes with ETFs and many are willing to outweigh that risk with the ability to generate wealth. This proposal will disproportionately effect the small investor who has limited capital.
