To whom it may concern: I am submitting comments in strong opposition to proposed rule #S7-24-15. Placing additional burdens on individual investors by requiring more qualifications is both unnecessary and an insult to the intelligence and free choice of the investor. While I am sure that the intent of the proposed regulations is to protect the individual investor, the opposite is what the outcome of these proposed regulations will be. Freedom of choice is always the best choice in a free market. Do not let these regulations pass
