Additional qualifications for the purchase of leveraged funds is not required. ProShares offers ETFs that play both sides of any movement and the effect of the leverage is clearly stated. It is always on the Investor to understand the Product in which one purchases: from groceries to autos to homes and stock/ETF purchases. The "Nanny State" protective nature of Government is not needed by the SEC to extend to this product class. Pink sheet/penny stocks are much more likely to ripoff investors that the regulated ETF market. I have used these products for over a dozen years in both up and down markets and is part of my successful portfolio planning towards achieving my targeted overall rate of return. It is far safer that a lot of option trading schemes as well.
