Making it more burdensome to purchase leveraged funds on the open market is a bad idea. According to my sources, you are trying to address a problem that doesn't exist, so what is the purpose? Is it so only the super rich large scale investors have these funds to themselves? The trend the last decade has been to open more markets up to the common investor, this proposal is reversing that trend.
