This is absurd. Where will the nanny state end? This is rife with the eventuality that trading in these instruments (and others to come) will be restricted to the point where there is a general public perception that "the poor" are being prevented from accessing the instruments that "the rich" are using to get richer because "the rich run this country and won't give us a chance".
Why does this need further regulation? This is a solution in search of a problem. OK, I know this is not the intention of the proposal, but it is an easily forseeable result. Leave the free market alone.
