I use leveraged and inverse funds to reduce risk and not to get enhanced returns. For ordinary investors, a combination of leveraged and inverse funds is the best way to hedge against sudden market corrections. Please do not take away this ability from small investors. Most investors who use such funds know what they are doing and do not need to be burdened by unnecessary regulations that are likely to hurt them instead of protecting them.
